Bitter cold over the weekend accompanied by strong winds froze a portion of the Delaware Bay, causing ice to accumulate along the coast at Reeds Beach in Middle Township, Cape May County, and forcing operators to shut down a reactor and reduce power at the Salem County nuclear generating station.
