PHILADELPHIA - Rookie quarterback Nick Foles is expected to make his second NFL start on Monday night for the Eagles against Carolina.

Quarterback Michael Vick progressed to phase 2 of the NFL's five-phase recovering process from a concussion on Friday, but is still a ways away from being medically cleared to return to action.

Foles struggled in his first start against Washington last Sunday, throwing two interceptions and completing just 21 of 46 passes in a 31-6 loss.

Eagles offensive coordinator Marty Mornhinweg expects him to play better against the Panthers.

"I'm excited about the ballgame coming up," Mornhinweg said Friday. "Nick learned an awful lot in the last game and the second start is usually better."

Look for rookie running back Bryce Brown to make his first start in place of LeSean McCoy, who also has a concussion.
