Gov. Ed Rendell announced the appointment Wednesday.
Trujillo is a former Philadelphia city solicitor and federal prosecutor who supported Rendell's run for governor in 2002.
He was an investor in the group that unsuccessfully sought a license to build what would have been known as the Riverwalk Casino in Philadelphia.
He's filling a vacancy created by the recent resignation from the board of former NFL referee Sanford Rivers.
