ADVERTISEMENT FOR BID Brigantine Board of Education BRIGANTINE BOARD OF EDUCATION hereby requests sealed bids for Project No. 7638: Brigantine Crawlspace Remediation. Separate sealed bids will be received for the following contracts: Contract One: Crawlspace Remediation – Cleaning and Microbial Treatment Contract Two: Crawlspace Remediation – Crawlspace Backfill, Insulation and Vapor Barrier Replacement Bids must be enclosed in a sealed envelope bearing the name of the Bidder and the Work being bid including Project No. 7638 on the outside lower right-hand corner of the envelope. BID OPENING DATE: Sealed bids will be received by the Brigantine Board of Education, 301 East Evans Boulevard, Brigantine, New Jersey 08203 on, Thursday, March 7, 2013 at 2:00 pm. Bids will be publicly opened and read aloud immediately thereafter in the Auditorium of the Brigantine Middle (North) School. No Bidder may withdraw his bid after the actual date of the bid opening. PRE-BID CONFERENCE: A pre-bid meeting will be held at the Brigantine North (Middle School), 301 East Evans Boulevard, Brigantine, New Jersey 08203, on Thursday, February 21, 2013 at 2:00 pm. ALL participants are required to sign-in at the Main Office. A walk-through of the School will take place following the Pre-Bid Conference. Bidders are strongly urged to attend. Bid documents may be examined by appointment at the offices of The Design Collaborative, Architects and Planners, PA, 414 Garden State Parkway, Cape May Court House, NJ 08210. Deposits shall be refunded only to Bidders submitting Bid Proposals as required and upon returning said plans and specifications to the ARCHITECT in good condition within thirty (30) days after the opening of the Bids. Each Bidder shall be required to submit with his Bid Proposal a certified check, a Bid Bond drawn upon a reliable bank, trust or surety company or a cashier's check, drawn to the order of the City of Brigantine Board of Education, but in no case less than 10% of the Bid amount, nor in excess of $20,000.00. A consent of surety letter from a responsible bonding company must be included in the bid. The surety shall be authorized and licensed to transact business in the state of New Jersey by the New Jersey Department of Insurance. The bond shall be payable to the Brigantine Board of Education. The Form of Bid proposal supplied must be used in bidding. The successful Bidders shall be required to execute a Contract for the performance of the said WORK and the furnishing of said materials and labor as the case may be, and performing all work as set forth in the drawings and specifications, and shall also be required to execute all necessary bonds with a reliable surety company in a sum equal to the amount of the Bid Proposal, which shall also be the Contract price, guaranteeing the performance of the Contract, which surety bonds and Contract shall be approved as to form, content and execution by the OWNER'S attorney. Each Prime Contractor shall be a firm classified by the State of New Jersey - Division of Property Management and Construction, and the New Jersey Schools Development Authority for one of the following classifications, as appropriate: Contract One: C103 - Microbial Remediation Contract Two: C019 - Concrete / Foundations Footings / Masonry Work C041 - Insulation/Mechanical Bidding shall be in conformance with the applicable requirements of NJSA 18A:18A-1 et. seq., the Public School Contracts Law. This project is a School Facilities Project, is subject to NJSA 18A:7G. A list of all subcontractors to be used must be submitted with bid. If no subcontractors are to be used, the bid shall state that fact. All subcontractors must be approved by the Board of Education. Any subcontractors being paid in excess of $20,000.00 must also be in compliance with NJ.S.A. 18A: 18A-26 to 32. Pursuant to P.L. 2004, c. 57 Business Registration of Public Contractors, a contractor must include proof of its own business registration and proofs of business registration of those subcontractors required to be listed in the contractor's submission (i.e.," named subcontractors"). The proof of business registration shall be provided at the time the bid or proposal is officially received and opened by the contracting agency. This contract will NOT be subject to the terms of a PROJECT LABOR AGREEMENT. The Brigantine Board of Education assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Contract Documents or the receipt or failure to receive bids, including those which may arise from delay for any reason in obtaining the Contract Documents or submitting the Contract Bid Forms, including but not limited to traffic delay, messengering, mis-labeling, mis-directions from any source, mis-delivery or otherwise. Any bid received after the deadline shall be returned unopened. Bidders are required to comply with the requirements ofP.L. 1975, C.127 (NJAC 17:27). Contracts for work under this bid will obligate the contractors and subcontractors to comply with the revised statutes of New Jersey, NJ.S.A. 10:5-1 et~. "Law Against Discrimination" and NJ.S.A. 34:11-56.25 et seq. "Prevailing Wages on Public Contract." Contracts will further obligate the contractors and subcontractors to use only domestic materials for this project, in accordance with NJ.S.A. 52:33-1 -4 When it is its best interest to do so and to the maximum extent of it's discretion under applicable law, the Brigantine Board of Education may award the Contract in whole or in part, select any combination of bids and alternates, may waive informalities, and may reject any or all bids. Prior to bid, each bidder shall visit the site of the proposed work and shall be responsible to observe and ascertain, to his satisfaction, all local conditions which may be encountered or affect the performance of the work.
