NOTICE OF OPPORTUNITY FOR PUBLIC COMMENT FOR RC CAPE MAY, LLC BL ENGLAND GENERATING STATION DRAFT PREVENTION OF SIGNIFICANT DETERIORATION PERMIT AND DRAFT TITLE V OPERATING PERMIT SIGNIFICANT MODIFICATION PROGRAM INTEREST (Pl): 73242/PERMIT ACTIVITY NUMBER: BOP 120001 The New Jersey Department of Environmental Protection (NJDEP) is seeking public comment on its intent to approve a Prevention of Significant Deterioration (PSD) of Air Quality Permit pursuant to the provisions of federal rules promulgated at 40 CFR 52.21, and a significant modification to an Air Pollution Control Operating Permit, pursuant to the provisions of Title V of the Federal Clean Air Act, the federal rules promulgated at 40 CFR 70, and the state regulations promulgated at N.J.A.C. 7:27-22. These rules and statues require that a permit be obtained prior to the construction and operation of the proposed source. I. FACILITY INFORMATION RC Cape May Holdings LLC, (RCCM) B. L. England Generating Station is located at 900 North Shore Rd, Beesley's Point, Cape May County, NJ 08223 and is a power generating plant. The facility is owned by RCCM and is operated by North American Energy Services. The equipment subject to the significant modification includes: one new 450 MW natural gas fired combined cycle combustion turbine, a new auxiliary boiler, boiler No. 3 and retirement of unit No. 1 and No. 2. SCR and oxidation catalyst control devises will be used to control NOx and VOC and CO. The significant modification would allow the major changes described below. Additional details regarding these changes can be found in Section II (Background and History) of the detailed Public Notice posted at NJDEP's website: http://www.nj.gov/dep/aqpp/publicnotices.htm. Major changes are as follows: • Addition of a 450-MW natural gas-fired combustion turbine and heat recovery steam generator (HRSG); • Addition of 91.6 MM Btu/hr auxiliary boiler; • Retirement of the coal-fired boilers at Units No. 1 and No. 2; and • Conversion of the Unit No.3 (Boiler No. 3) from No. 6 fuel oil to natural gas. II. PUBLIC COMMENTS AND CONTACT INFORMATION This public notice, the statement of basis, the fact sheet, and the draft permits have been posted at the Air Quality Permitting website: http://www.state.nj.us/dep/aqpp/publicnotices.htm. The draft permit is also available for inspection at NJDEP/Air Quality Permitting Program, 401 E State Street, Trenton, NJ 08625 and at the Southern Regional Field Office located at 2 Riverside Drive, Suite 201, Camden, NJ 08103 with phone number (856)-614-3601.You may inspect the permit application and any supporting materials at the Trenton location by calling Yogesh Doshi at (609) 633-7249. All persons, including the applicant, who believe that any condition of the draft significant modification to the Air Pollution Operating Permit or the Department's tentative decision to approve this modification is inappropriate, must raise all reasonable issues of concern and submit all arguments and factual grounds or materials supporting their position during the public comment period. Any comments on this draft permit and/or a request for public hearing must be received within thirty days of the date of this notice and addressed to Yogesh Doshi, NJDEP/Air Quality Permitting Program, 401 E State Street, 2nd Floor, PO Box 420, Mail Code 401-02, Trenton, NJ 08625-0420. In accordance with N.J.A.C. 7:27-22.11(f), any person may request that the Department hold a public hearing on the draft permit. A request for a public hearing shall be submitted, in writing, within thirty days of the date of this notice to the Department at the Trenton address listed above. The request for public hearing shall include a statement of issues to be discussed at the public hearing. The statement of issues shall be relevant to the draft permit under review by the Department.
