State Police arrested an Atlantic City man for allegedly having sex with a 7-year-old girl five years ago in Cape May County.

Philip Hand, 24, of Atlantic City, was charged with first-degree sexual assault and second-degree endangering the welfare of a child after his arrest Thursday, said New Jersey State Police spokesman Sgt. Brian Polite. He was transported to Cape May County jail on $200,000 cash bail.

Polite said a 12-year-old girl told detectives from the State Police in Dennis Township Thursday she was sexually assaulted five years ago by Hand – then 19. Polite declined to comment on what prompted the victim to come forward now.

No other information on the case was released Friday.

Hand is a registered sex offender who was convicted on one count of endangering the welfare of a child for having “consensual relations” with a female under 18 years old in 2010, according to the State Police database for sex offenders.
