LOWER TOWNSHIP - A man reported to be unconscious was found in possession of hallucinogens when police revived him Tuesday.

Police responded to the call at 1 p.m. to a report of an unconscious and unresponsive male in Breakwater Plaza, 3300 block of Breakwater Road, and were able to revive the man.

John J. Qualli, 27, of North Cape May, was the man revived by police officers at the scene.

Qualli was arrested and charged with possession of a CDS, specifically mushrooms, and possession of a hypodermic syringe- which he voluntarily surrendered at the scene, police said.

Qualli was transported to Cape Regional Medical Center.

The driver of the vehicle, Christopher  J. Hill, 33, of Glendolen, Penn., told officers the he had thrown out additional drug paraphernalia, which officers later recovered. After being arrested, police discovered Hill was in possession of 14 bags of heroin.

Hill was arrested and charged with tampering with evidence and obstruction of justice. He is in Cape May County jail and bail is set at $25,000.
