STAFFORD TOWNSHIP — Police arrested a Tuckerton man Saturday on child luring charges after an undercover investigation.

Friday, police responded the township branch of the Ocean County Library after a 12-year-old girl reported that an older man had been following her around and passed her an inappropriate message, along with his phone number.

Township Detective Drew Smith and investigator Jay Steele, of the Ocean County Prosecutor’s Office, began an operation posing as the 12-year-old.

Mark E. Allan, 55, communicated with the undercover officers and made plans to meet the girl alone at a predetermined location, police said.

But police said that when Allan arrived to meet her, he was greeted by a 6-foot, 230-pound undercover male officer. Allan was arrested without incident, police said.

Allan was charged with second-degree luring or enticing a child and third-degree endangering the welfare of a child, police said.

He was lodged Saturday in the Ocean County jail in Toms River on $100,000 bail, police said.
