An investigation by a Monmouth-Ocean task force led to the arrest of five people this month after a two-month investigation involving a large-scale heroin, fentanyl and cocaine distribution network.

In December 2017, members of the Monmouth Ocean HIDTA Task Force, in conjunction with the State Police and Toms River, Berkeley Township and South Toms River police, executed search warrants in Toms River, South Toms River and Berkeley, Toms River police posted on Facebook.

HIDTA stands for high-intensity drug-trafficking area.

These search warrants were the result of an investigation by the Monmouth-Ocean task force involving fentanyl distribution by Philip Tarver, police said.

The raids were carried out by the federal Drug Enforcement Administration, the State Police TEAMS unit and Toms River police.

These raids led to the arrests of the following:

• Yolonda Richardson, 37, of South Main Street, South Toms River

• Kimberly Tolbert, 51, of Washington Street, Toms River

• Fatinah Dillard, 25, of Washington Street, Toms River

• Jamal Barney, 19, of 10th Street, Berkeley Township

Agents and task force officers seized more than a half-kilogram of cocaine, 200 grams of crack cocaine, several ounces of fentanyl and quantities of heroin and MDMA, police said.

An officer also uncovered a heroin manufacturing and packaging facility at the South Toms River location, police said.

This facility had items commonly used to dilute heroin and fentanyl and numerous empty bags used to distribute heroin, police said. Officers also seized more than $210,000 and a loaded handgun, they said.

Tarver was not present at the time the warrants were served, but a no-bail warrant was issued for his arrest, police said.

Tarver was found and arrested Feb. 8 by police in Brick Township, where he had a large amount of heroin and ammunition, police said.

Richardson was charged with possession with intent to distribute cocaine, maintaining a heroin manufacturing facility, possession of cocaine and crack cocaine and possession of marijuana.

Tarver, Tolbert and Dillard were charged with possession of cocaine with intent to distribute, possession of cocaine, possession of heroin/fentanyl, possession of a firearm during a criminal distribution of substances offense, and possession of MDMA, police said.

Barney was charged with possession of heroin and possession of marijuana, police said.
