Sidelined K-9s draw criticism in Atlantic City

ATLANTIC CITY - Vader is one of only seven Atlantic City police dogs cross-trained in apprehension and narcotics detection. Normally he would be out patrolling the streets with his handler, K-9 Officer Frank Timek. Instead, he was behind bars Tuesday, locked away in Timek's home kennel.

"As of right now, he's no longer a police dog," Timek said. "He's a house pet."

Vader's status changed Monday, along with 18 other Atlantic City canines, after Mayor Lorenzo Langford issued an order to halt the use of patrol dogs. The administration contends that police dogs such as Vader may deserve to be caged based on almost daily complaints to the mayor's office from residents alleging police handlers are directing the dogs to use unnecessary force.

"We cannot continue to act as though we are disregarding the slew of complaints that have come in. Some of these complaints have been crazy," said Langford's spokesman, Kevin Hall.

But experts say police dogs are indispensable, reducing the risk of harm to officers and saving government money because they cost little to maintain.

California resident Terry Fleck, a nationally recognized expert in handling police dogs, said studies have shown that one police dog is equivalent to 10 police officers, based on the dog's enhanced senses. Fleck also said that a police dog generally costs between $1 and $3 per hour, while Atlantic City police officers have a starting salary of about $36,000.

Timek, who earns just under $85,000 annually, said the city paid for him to attend seven months of K-9 training courses.

"These are highly trained animals," Timek said. "This is a dog that can go and apprehend a dangerous criminal and then go into a day-care center and kiss a child. That takes a lot of training and a lot of money and now it's going to waste."

However, Langford's order only prohibits use of dogs in apprehension situations and still allows the canines to be used in the detection of bombs and explosives. Police Chief John J. Mooney reluctantly complied with the order Monday, but extended it to include dogs cross-trained in apprehension and narcotics detection. He insisted that the dogs cannot choose which of their abilities they can use in certain circumstances.

Although the dogs are off the streets, their training must continue, according to state guidelines. Police Capt. James Pasquale, who heads canine training with the city, said the dogs must receive two days of training every other month to keep their certification active. With the dogs' future uncertain, police officials say they will continue that training with the expectation that the dogs eventually will be permitted to patrol again.

The department hasn't faced many incidents requiring police dogs since the administration's order Monday. Sgt. Monica McMenamin counted two incidents in the last two days that would normally require canine support. One involved an open door after hours at Texas Avenue School and the other a potential crowd-control situation with members of the United Auto Workers at Bally's Atlantic City.

More of those situations will come, Fleck said. When they do, he added, they will end badly if Atlantic City keeps their police dogs caged.

"Bad things are going to happen in the future, let's put it that way," he said. "Some humans are going to get hurt. The real reason we have these dogs is to transfer as much risk on to the dogs as possible, minimizing the risk to our officers."

    People should really try and see the bigger picture here. This is not just the little City Of Atlantic City, this is the size of America. This is not about our brave and fearless K9s. It's just another small step towards a greater goal. Open your eyes! Look around you! Don't you see it? Don't you hear it? From the top (Obama) all the way down to our small, little mayor (Langford). It's called, "Social Justice". It's called, "Redistribution of wealth". This is happening right in front of your eyes and it's shocking how you go about your day thinking, "This is just politics. It doesn't affect me". Well, for you hard working residance of Atlantic City, it's about to affect you in every way.... including the rise of crime, the rise of murders, guns, and drugs. Look who the people are who want the K9s off the street. It's the same people who what more handouts from YOU! It's the same people who want more section 8, more free health care, more value for their food stamps, more, more, more! Ask yourself, are there that many rich people who live in the City? Who is going to pay for all that, more, more, more? Answer, the hard working middle class! But see, that class of people is shrinking. Money is being waisted on lazy do nothing people. Our Mayor is listening to the drug dealers and murders. "My son sold drugs, got caught with a gun, resisted and GOT BIT! I want those dogs of the street!" Langford says, Okay. How could Langford want this? It's because the scumbags, the people who are actually proud to live in the projects, the lazy do nothing people, come out of the wood work like ROACHES TO VOTE FOR HIM! The police don't vote. The middle class is shrinking, the rich are only there during the short summer months. THE SCUM OF THE EARTH ARE RUNNING THIS CITY. GOD HELP THE COUNTRY IF IT CONTINUES DOWN THIS ROAD.

    Criminals deserve to get bit by K-9's! If your going to resist arrest after you commit a crime there is no reason to put an officer in harms way for some drug dealing scumbag. Maybe the family members that are complaining should open there eyes and realize they didn't raise good upstanding citizens they raised criminals. Here's a word to ACPD shoot first ask questions later!

    Listen up TheTruthHurts: The only craziness is Langfraud and his insane, pandering to criminals, order to remove an invaluable crime fighting tool from city streets. Additionally, had a K-9 been used on the knife wielding hood threatening a cop you mentioned,the punk would still be alive today, probobly paroled to do more evil against society. And please do tell your guess as to who the possible candidate is for the useless Public Safety Director? Who would even take the job? Latest rumor around the Pub is former fireman Foley?

    Whoa there 2ndmardiv! thats crazy talk, ACPD almost NEVER kills anyone! its all about apprehension with the new breed! the last guy that got killed by lead poisoning was attacking the wrong type of cop with a knife in both hands and that was almost two decades ago! Funny thing is rumor has it that same now retired cop is a possible Public Safety Director candidate!

    The idea of having no K9's for criminal apprehension is beginning to grow on me. I mean, just think of all the taxpayer dollars we will save not having to get the dirtbags treated at the hospital after they get bitten. Better yet, not having to pay for three hots and a cot to keep their sorry butts in jail. You want to fight with the police? No problem, three of four bullets and a body bag should take care of it. What a fine economic solution during a budget crunch...it's pure genious! No more tying up the courts with bull crap, and the defense lawyers can to take up the gravedigging to mitigate their loss of income. Meanwhile the talented K9's and handlers can spend their days at competitions and kids' fairs, staying completely out of harm's way. I love this plan! This surely must be where Langlord was going with this......

    TheTruthHurts Hello can you read? another one who reads what they think not what is written The dogs are cross trained. The handler intructs them in their apprehension of criminal sor to look for drugs or to look for bombs that is what he meant Did you miss the RIF program You might not like Mooney - but we need the K_9 dogs To the blogger who said some places are dropping them, fine let thme. But AC has RAMPANT crime and these dogs are truly needed. You people who love Langford hey you are entitled to like a fool. As I said before If I were Mooney I woudl call upon all my police brother who are K-9 handlers to picket AC's Mayor from every state that could spare them for 1 day in solidarity. They have just as much of a right to picket as does the Al Sharpton group and Steve Young. The state should look into this - this is a matter of THE REAL RESIDENTS OF AC'S( tax paying working folks) SAFETY not the criminals - who for me should all "drop dead" they are waste of space

    Ted Housel should step in and do something about this. Our community is riddled with violent crime and the citizens and Police Force are not safe without these K-9’s to deter crime and apprehend violent offenders. Frank Balles and the Attorney General should send their K-9’s into the city in an effort to support law and order not the Langford criminal element.

    A number of towns have cut back on K9 programs. I think AC should still have a program. If anything cut back on a few dogs. No Take home cars!

How about you being so upset about those who committ the crimes. No not upset, HMmmmm I wonder why? I wish all of AC had more dogs toprotect me. I trust them far more than I do those ghetto fabs who own dogs :"who are NOT trained" none of those people need a dog. They are far more dangerous than any 10 police dogs. Trainingis the key and for all of thoes people who have the so called power breeds - they should be required to trained them You agree with the criminals I take it. Now to where the police live, That is up to you if you are voter to demand that they institute a residency law. There are enough nice home being built here now so that is not an excuse for them to use as why they cant live there. Now the schools suck, so anyone with children might not want to live there for that reason. If I were Mooney I would picket Langfords office with every township and city who could spare their officers(k-9) for about 1 day with their dogs.     Dear Mayor I think u are way wrong on this.. K-9 units are an integral part of Good Police work. Before making stupid decisions based on nothing but your own wishes, why don't you ask the people who put it all on the line each hour of each day instead of the people who make Atlantic City the sewer that it is becoming. When a tragedy occurs that maybe a K-9 could have prevented (and you know it will happen) what are you going to say???

    First Terry Fleck don't live in Atlantic City. It's not the dogs it's the handlers and Frank Timek have a extensive history in Internal Affairs complaints of POLICE BRUTALITY. He should have stayed at the city council meeting to hear how a city resident mentioned his name about assaulting her children. The percentage of Police Officers do not reside in the City. There is nothing contractual stating that the City of Atlantic city has to have a K9 unit...Get rid of the dogs and let the Police do real police work....

    Mayor Langford has allowed A.C. to become more dangerous and a better environment for crime to escalate. The voters of AC need to vote this bum out. Unfortunately, the majority of the voting base are Langford cronies...unemployeed, living under government funded housing, food stamps, ect. Things will never change.     This is ridiculous, where is the govener in all this. Is it to close to election time. You Corsine should step in. You make plenty of trips to AC. I bet the dogs have even checked things out before your arrival to make sure all is OK. This is just going to turn into another example of why the state should just take over AC. Langford do you not understand that when your decesion to take these dogs off the street backfires and people innocent people really get hurt; you and you alone are responsible!!!

    When Jesse KURTZ is elected MAYOR on NOVEMBER 3rd, the dogs will be immediately reinstated on the streets. ENOUGH IS ENOUGH already and we are going to take back the city of Atlantic City from any individual that even thinks of commiting a crime here.     I wonder how many complaints we will hear when little junior SOB, after resisting arrest takes a bullet to the head instead of a little doggie bite on the leg. Langtard will no doubt call on the professional victims (so-called activists) to make a big scene, and then decide that the police shouldn't be allowed to carry guns. How interesting that most of the people complaining about police brutality don't pay taxes. I think if you are living off of MY tax dollars you should shut the hell up, get a job,stop reproducing like rabbits in heat, and quit dealing drugs (or pretending that your neighbor/kid/baby daddy isn't). You can't complain that the cops don't do enough about the drugs in your neighborhood while running to Internal Affairs every time one of your relatives gets pinched with a bag.
