Corzine signs off on laws on lighters, land, clothes

TRENTON - Gov. Jon S. Corzine signed two-dozen bills into law Friday afternoon. Included among the legislation are proposals that:

•Make it harder for municipalities to block solar-panel and wind-turbine projects through zoning regulations

•Allow municipalities and counties to buy land, then sell or lease it for farmland-preservation purposes

•Expand the range of investments in which the Division of Investment and the state Investment Council may place state money and pension funds

•Require background checks for international matchmaking and labor recruitment companies

•Mandate that clothing disclose whether or not it includes fur, along with the country of origin

•Ban the sale of novelty lighters that resemble a cartoon character, animal, musical instrument, toy, gun, watch, vehicle, food or beverage, as well as those that play musical notes, have flashing lights or possess other entertaining features.
