Region: U.S. Rep. Frank LoBiondo, R-2nd, is disappointed that the federal cap-and-trade bill he voted for does not include provisions for domestic oil and gas production. He supports oil and gas exploration on federal land already approved for drilling, but he opposes any effort to allow drilling off New Jersey's coast. A story in Friday's paper was unclear.
