Watchdog report: N.J.'s insurance program for poor makes others pay price

Beau Scott is at a loss about what to do with the damage to his 1999 Ford Explorer. Beau Scott is a victim of NJ's bare bones dollar-a-day car insurance program which provides a policy for poor people to drive but covers nothing if the driver hits someone. Scott's car was damaged by such a motorist, and he and his own insurer will have to pay to fix his car.
