These folks are "taking the waters" of Smith's Neutral Waters Health Resort along with Charles Smith himself. Mr. Smith continued in Egg Harbor City a tradition that continues today in Germany - soaking in certain bodies of water for one's health. Smith reshaped the end of Landing Creek into a serpentine waterway of varying depths and built a resort beside it. This photo is from about 1920 and yes, the ladies are wearing wool swimsuits.
