Atlantic City has hired William Nowling to serve as spokesman for Emergency Manager Kevin Lavin.

The Detroit-based Nowling, a top staffer at public relations firm Finn Partners, said Wednesday his firm and “has been retained in a limited capacity through July 31,” and will be paid a maximum of $17,500.

The firm will provide “strategic communication consulting and services to the City of Atlantic City as part of its ongoing financial (restructuring),” Nowling said.

Nowling served as a spokesman for Kevyn Orr when Orr was Detroit’s emergency manager. He has also worked for the campaign of current Michigan Gov. Rick Snyder.
